Get the oven preheating to 350°F (175°C).
In a small saucepan melt the butter over medium heat. Combine the flour, salt and pepper to create a roux, mixing very well. Gradually pour in the chicken broth while stirring continuously, until the mixture thickens up and becomes smooth. Remove from heat.
Add half of the sliced potatoes and onions to a greased 9×13 inch baking dish. Pour half of the sauce on the potatoes and onions, spreading evenly. Continue layering with the remaining potatoes, onions and sauce. For a little color and flavor, add some paprika and minced fresh parsley on top.

Cover with aluminum foil and put into preheated oven. Bake for about 1 hour, or until potatoes are tender when fork penetrates potatoes. Remove foil and bake for 10-15 additional minutes allowing for a golden brown top.
